Council Commences Flood Risk Management Study and Plan Review

Leeton Shire Council is about to embark on Stages 2 and 3 of a three-stage NSW Flood Risk Management Framework by undertaking a comprehensive review of its 2019 Leeton Flood Risk Management Study and Plan (FRMS&P).  

This review will build on the recently completed Leeton Flood Study Review (2025) and is being supported by $160K in funding from the NSW Government’s State Floodplain Management Program.

The full project aims to improve understanding of flood behaviour and strengthen flood resilience across the Shire. Importantly, it provides Council, emergency services and the community with access to the latest flood information, contemporary modelling, and best-practice flood risk management strategies.

As was the case with Stage 1, the review covers the entire Leeton Local Government Area, including Leeton, Yanco, Whitton, Murrami and Wamoon. It will assess flood risks from both overland flow and the Murrumbidgee River, considering updated flood data, infrastructure changes, future development and climate change.

Stage 2 will review existing flood management measures and investigate practical, feasible and cost-effective options to reduce flood impacts on residents, businesses, community infrastructure and agricultural land. Stage 3 will also reassess previously recommended mitigation measures using updated flood models and identify new opportunities to improve community resilience.

Key outcomes of the review are expected to include:

  • Improved understanding of flood behaviour and flood risk
  • Better information to support emergency response and community preparedness
  • Updated flood planning information to guide future development
  • Identification of practical flood mitigation measures
  • Increased resilience of communities, infrastructure and essential services
  • Better decision-making for future flood risk management investments

Once again, community participation will be a key part of the project, and Mayor Cr George Weston is inviting community feedback.

“Residents, businesses and landowners will have opportunities to share local flood knowledge, provide feedback and help shape future flood management strategies.

“Local knowledge is invaluable in understanding how flooding affects different parts of the community. We encourage all residents to get involved when consultation opportunities become available,” he said.
