Council endorsed its updated Draft Financial Hardship Policy and Draft Debt Recovery
Policy at its July Ordinary Meeting.
Council Manager Finance Mrs Jackie Hawkins said both policies reflect the requirements
of the Office of Local Government Debt Management and Hardship Guidelines, as well
as Leeton Shire Council’s commitment to fair, equitable and compassionate treatment of
ratepayers and customers including those who are facing hardship, when recovering
outstanding debts.
“Council recognises there are cases of genuine financial hardship in the community and
all ratepayers and customers will be treated with respect and compassion whilst
addressing their individual circumstances,” said Mrs Hawkins.
“The Financial Hardship Policy outlines how the Council can assist ratepayers and sundry
debtors experiencing genuine financial hardship and provides guidance on how
applications can be made and how they will be assessed.
“The policies also provide guidance to ensure Council staff tasked with debt recovery are
clear about Council’s expectations in relation to the administration and treatment of
Council’s debtors, who may or may not be suffering financial hardship and guidance
around the efficient use of Council resources,” said Mrs Hawkins.
Mayor Paul Maytom said that given COVID-19, a review of both policies is timely.
“Different parts of our community have fared differently during the COVID-19 pandemic.
Some have been hit hard, a few have done well and for many it has been business as
usual.
“We want to be sure Leeton Shire Council can offer an appropriate and compassionate
response to any ratepayers facing genuine hardship,” said Mayor Maytom.
Council’s Draft Financial Hardship Policy and Draft Debt Recovery Policy will be available on
Council’s website and in the administration building and Leeton Library from 24 July 2020
and will be on public exhibition for 28 days.
