At its June Ordinary Meeting, Leeton Shire Council resolved to adopt a Procurement
Policy.
“Council’s Procurement Policy reflects contemporary standards and expectations as well
as reflecting Leeton Shire Council’s commitment to local procurement where that is
effective and efficient,” said Council’s General Manager, Jackie Kruger.
“It is about being clear about the principles on which Council procurement is based and
to ensure that procurement expenditure provides the best value for money and is an
efficient and effective use of Council’s resources.”
Council’s draft Procurement Policy was independently reviewed by Morrison Low
Consultants who conducted an independent review of Council’s procurement practices
in early 2020 as part of Council’s internal audit and review program.
In discussing the report, Councillor Tony Ciccia raised whether more than one quote should be
received for a procurement value of $5,000 to $19,999.
Councillor Peter Davidson agreed that more than one quote should be sought for
procurement value of this amount, stating differences in quotes received can be
considerable.
Council’s Interim Manager Integrated Planning and Reporting and Governance, Karen
Legge, said this item was discussed at length with Council managers and explained that
in some procurement cases in this range, only one supplier of a product or service is
available and that is why a minimum of one quote has been recommended.
