Council Adopts 2020-21 Operational Plan & Revenue Policy

Leeton Shire Council resolved to adopt the 2020-21 Operational Plan (including Budget) and Revenue Policy (including Schedule of Fees and Charges) at its June Ordinary Meeting.

Council’s General Manager Jackie Kruger said Council’s Annual Operational Plan and Budget sets out Council’s focus for 2020-21 which includes significant increases in capital projects following grant funding from state and federal governments in 2019-20. 

“Council’s total investment in capital projects for 2020-21 is $18.631M. Important community projects in 2020-21 will include the Roxy Theatre Redevelopment Project, completion of the Leeton Swimming Pool refurbishment, Leeton Showground grandstand and the CBD upgrade (Wade Avenue including intersection with Pine Avenue).” 

“Other projects include stormwater installation in Whitton, Wamoon Sewerage Project and installation of automated smart water meters across the Shire to improve efficiencies and offer customers better visibility of their water use.” 

“Council is also undertaking a feasibility study for a heated pool, exploring the feasibility of expanding the Leeton Early Learning Centre and progressing the business case for the WRConnect multimodal at Wumbulgal,” said Mrs Kruger. 

Council’s Corporate and Community Planning Officer Sarah Collis stated in her report that Council received twelve submissions on the Operational Plan and Revenue Policy documents during the recent public exhibition period. 

Key changes made at the Council meeting following consideration of public submissions were as follows:
  • Swimming Pool Season Pass: The discount applied to the 2020-21 Season Pass for the Swimming Pool due to the refurbishment project is now more clearly stated in the Schedule of Fees and Charges. 
  • Leeton Museum and Gallery - with easing of COVID-19 restrictions, the target for the minimum number of exhibitions in the Gallery has been revised from one to two. Added half and full-day hire rates for the Gallery and Museum at a reduced rate for community groups.
  • Activity 13a Delivery Program - has been reworded to include arts and cultural events as part of the range of events provided to residents and visitors.
  • Action 7b.01 Operational Plan - has been reworded to include promotion of local artists in Gallery exhibitions.

General Manager Jackie Kruger said that Council understands that many residents have been impacted by the drought and the COVID-19 pandemic and, as a result, Council will not advance a special rate variation in 2020-21 but will review this for 2021-22. 

Rates and charges have been made by Council in accordance with Section 532 of the Local Government Act. All rates and charges are listed in Council’s Revenue Policy.

Mayor Paul Maytom thanked residents and ratepayers whose constructive feedback during the public consultation period was appreciated.

“A due process has been followed and I would like to sincerely thank all residents and ratepayers who provided formal submissions which has helped Council to ensure that all angles have been considered and fair decisions have been made,” said Mayor Maytom.

The 2020-21 Annual Operational Plan, Budget and Revenue Policy (including the Schedule of Fees and Charges) will be available on Council’s website www.leeton.nsw.gov.au from Tuesday, 30 June 2020.
